Pavement rehabilitation at the Jordanowo Interchange (A2 km 68+710)

3 April is the scheduled commencement date for Phase 2 of the pavement rehabilitation at the Jordanowo Interchange (A2 km 68+710). The works will result in scheduled detours. Drivers  are requested to be alert and to abide by the temporary traffic organization signs. 

In line with its long-term maintenance program, Autostrada Wielkopolska II continues rehabilitation  works at the Jordanowo Interchange (A2 km 68+710) commenced last year. In order to minimize the  construction's impact on drivers, the works have been phased.  

Rehabilitation works one will begin on 3 April and will include rehabilitation of the pavement structure  on the entry slip roads of the interchange. Therefore, drivers traveling on the A2 motorway and willing  to enter the A2 from the S3 expressway will have to use the prepared detours.  

 

  • For drivers of vehicles with gross vehicle weight below 7 tons ( GVW< 7 t) intending to enter  the A2 towards Warsaw a detour will be prepared using county roads leading to national  road (DK92) to Trzciel and further on the provincial road 137 to the Trzciel Interchange, where they will be able to enter the motorway towards Warsaw

  • For drivers of vehicles with gross vehicle weight exceeding 7 tons ( GVW> 7 t) intending to  enter the A2 towards Warsaw a detour will be prepared using the Nowy Tomyśl  Interchange, i.e., from the S3 expressway onto the national road 92 direction Nowy Tomyśl  and further on the provincial road 305 to the Nowy Tomyśl interchange.

  • Drivers intending to enter the A2 motorway towards Świecko will be requested to use a  detour to the Torzym interchange, i.e., on the national road 92 direction Torzym and further  on the provincial road 138 to the Torzym Interchange where they will be able to continue on  the motorway toward Świecko.

The works on entry slip roads are estimated to take ca. three weeks, until 25 April. Autostrada  Wielkopolska II obligated the contractor to timely complete the works. It must, however, be  remembered that inclement weather (high wind, rainfall) may affect the completion date. 

 

Farmers’ protest in the area of Buk, Poznań Zachód and Modła (Konin) interchange – traffic problems can be expected

On March 20, from 7:00 a.m. to 8:00 p.m., a protest by farmers is announced to block roads  near A2 motorway. As a result, it will not be possible to exit the A2 motorway at the Buk,  Poznań Zachód and Modła (Konin) interchanges. Drivers should also expect difficulties near  the Nowy Tomyśl, Września, Słupca and Sługocin interchanges due to the planned blocking  roads near A2 motorway. Please drive with caution and follow the instructions of the services  present in the areas of obstruction. 

In order to minimize the effects of the blockades and ensuring the safety of drivers traveling  on the motorway, there will be introduced changes in the organization of traffic in case of  obstructions involving closing exit lanes from both directions at the interchanges: 

  • Buk (140 km A2), motorway exit closed between 6:30 a.m. – 8 p.m.
  • Poznań Zachód (154 km A2), motorway exit closed between 6:30 a.m. – 8 p.m.
  • Modła (255 km A2 – sąsiedztwo Konina), motorway exit closed from 7:00 a.m. 

This means that there will be no exit from the freeway during the protests at these locations. 

Due to the planned blockages of cross roads in the vicinity of the A2 Motorway, traffic  difficulties should be expected in the area of the Nowy Tomyśl, Września, Słupca and  Sługocin interchanges. 

We would like to remind you that until 10 p.m. on March 20 (Wednesday), access to the  border crossing in Swiecko will continue to be blocked. In addition, it is possible that the exit  from the A2 Motorway to the S3 expressway in the direction of Zielona Gora (Jordanowo  interchange at km 68 of the highway) will be closed. 

The A2 motorway mainline between Swiecko and Konin will be passable in both directions.

All motorway services will be working on high alert. 17 th of March Farmers’ protest in the area of Świecko interchange – traffic problems can be expected

A farmers’ protest in the area of Świecko has been announced for 17 march this year (Sunday),  starting from 13:00 till 20 march 10:00 PM. The protest’s organiser announces a blockade of National  Road 2 in both directions on the section between the Świecko interchange and the state border  crossing.  

The protest might cause significant traffic disruptions, both in the municipality of Słubice and on the A2  motorway for the outbound traffic from Poland. It is necessary, in order to minimise the effects of the  blockade, for Autostrada Wielkopolska to undertake the following changes to the traffic management  arrangements in the event of obstruction: 

  • Starting from 10:00 AM heavy traffic will be redirected to the S3 expressway at Jordanowo  interchange (at the 68th km of the motorway), 
  • Passenger cars will be able to travel to Świecko interchange (at the 2 km of the motorway),  where the traffic will be redirected to National Road 29 starting from 10:30 
  • In addition, at Rzepin interchange (at the 20 km of the motorway) the west-bound entry slip  will be closed. 

Traffic congestion may be expected at the above locations. All motorway services will be working on  high alert. There will also be additional information on the main motorway route. Drivers are asked to  exercise extreme caution and keep the above situation in mind when planning their travel time and  choosing border crossing location.

 

Farmers’ protest in the area of Poznań Zachód, Poznań Komorniki and Buk interchange – traffic problems can be expected

On March 11, from 7:45 a.m. to 6:00 p.m., a protest by farmers is announced to block exits from the  A2 motorway near Poznań. As a result, it will not be possible to exit the A2 motorway at the Poznań  Komorniki, Poznań Zachód and Buk interchanges. Drivers should also expect difficulties near the  Nowy Tomyśl interchange due to the planned blocking of the rounabout at the intersection of DK92  and DW305. Please drive with caution and follow the instructions of the services present in the areas  of obstruction.  

In order to minimize the effects of the blockades, including, among other things, ensuring the safety of  drivers traveling on the motorway and securing the flow of traffic, Autostrada Wielkopolska has  decided, in consultation with the Police and the General Directorate of National Roads and Motorways,  to introduce changes in the organization of traffic in case of obstructions:

  • Closing exclusion lanes from both directions at the interchanges: 
    • Poznań Komorniki (159 km A2), motorway exit closed between 7:45 and 18:00
    • Poznań Zachód (154 km A2), motorway exit closed between 7:45 and 18:00 o Buk (140 km A2), motorway exit closed between 9:30 and 16:00 

This means that there will be no exit from the freeway during the protests at these locations.  

The exit at the Nowy Tomyśl interchange (107 km A2) will be open for both directions, but traffic there  may be impeded due to the planned blockade of the traffic circle at the intersection of DK92 and  DW305. Police intend to direct traffic on the connector inlet of DW305 to the left, in the direction of  Nowy Tomyśl 

The A2 motorway mainline between Swiecko and Konin will be passable in both directions.

Indexation of toll rates for A2 Motorway in Nowy Tomyśl - Konin section

As of 11 March 2024, toll rates will change on Nowy Tomyśl - Konin sections of Autostrada Wielkopolska. The change is dictated by the rising cost of motorway maintenance, persisting  high interest rates and the continued increasing inflation. The 50% discount for class 6  vehicles (motorcycles) will be maintained. 

Changed toll rates for driving in 150-kilometer concession section of the A2 Motorway between Nowy  Tomyśl and Konin will be implemented as of 11 March 2024. The toll rate effective as of 6:00 a.m. on  that day for each of the three 50-kilometer sections of the motorway between Nowy Tomyśl and Konin  will amount to: 

  • PLN 16 - class 6 (motorcycles)  
  • PLN 32 - class 1 (passenger cars with two axles) 
  • PLN 51 - class 2 (motor vehicles with two axles, at least one of which is equipped with twin  wheels, and motorcycles and motor vehicles with two axles with trailers) 
  • PLN 78 - class 3 (motor vehicles with three axles and motor vehicles with two axles, at least  one of which is equipped with twin wheels with trailers) 
  • PLN 118 - class 4 (motor vehicles with more than three axles and motor vehicles with three  axles with trailers) 
  • PLN 320 - class 5 (oversize vehicles) 

The rates include VAT at 23 percent payable to the State Treasury because tolls on Poland's  concession motorways are subject to value-added tax.  

The cost of driving on Autostrada Wielkopolska between Świecko and Nowy Tomyśl remains  unchanged. Drivers of class 1 vehicles pay PLN 18 for driving 106 kilometers.  

The 50 percent discount is maintained for class 6 vehicles (motorcycles) in the Nowy Tomyśl - Konin  section of the A2 Motorway. The toll rate for motorcycles in the Świecko - Nowy Tomyśl section  established by the Ministry of Infrastructure is the same as for passenger cars.  

Autostrada Wielkopolska S.A. sets toll rates for the A2 toll section between Nowy Tomyśl and Konin  based on the real costs of motorway maintenance, the costs of debt service, rehabilitation and  upgrade, and the implementation of the multi-year investment plan. The Company does not receive  any funding from the public party. The A2 motorway section between Nowy Tomyśl and Konin is  entirely maintained by Autostrada Wielkopolska. This means that taxpayers to not bear any cost  whatsoever of the motorway operation and maintenance. The toll is exclusively paid by drivers who  actually use the service.  

According to the Central Statistical Office, in 2023 the consumer prices index amounted to 11.4%  compared to the previous year. The current toll rate indexation for the A2 concession section between  Nowy Tomyśl and Konin is from 6.6 percent up to 8.5 percent, depending on the vehicle class. 

Despite the observed increase in the cost of maintenance and performance of rehabilitation works,  including construction materials and services, the Company has been meeting its concession  obligations in a timely manner and implementing the adopted work schedule without undue delay. In  2023, rehabilitation works on 50 kilometers of pavement in the section between Nowy Tomyśl and  Poznań were timely completed, including the rehabilitation of the Poznań Zachód interchange  connecting the S5 and S11 routes to the A2 Motorway. In 2024, the Poznań bypass is planned to be extended by building a third lane in the Poznań Krzesiny - Poznań Wschód section. Technically, this  will be a much more challenging task than the recent extension of the A2 Poznań Zachód - Poznań  Krzesiny section. The task covers a larger scope of earthworks, including, without limitation, widening  the carriageway from the outside along its entire length in both directions. Planning and design works  have been underway for several months. 

To improve traffic safety, entry to some Rest and Service Areas, pavement and canopies at several  Toll Plazas were also upgraded, and 25 kilometers of new guardrails were installed to improve traffic  safety. In addition, rehabilitation of engineering facilities is performed on an on-going basis, and  investments in environmentally friendly solutions are made, such as, for example the construction of a  network of electric car chargers. 

All investments made by Autostrada Wielkopolska are aimed at ensuring high quality road  infrastructure, driver safety and travel comfort. The average daily traffic on the Nowy Tomyśl - Konin  section is about 30,000 vehicles. The daily traffic in the vicinity of Poznań, between the extreme  interchanges of the city's motorway bypass, exceeds 90,000, and on some days even 110,000  vehicles. It is worth remembering that about three-quarters of the traffic in this section enter the  Poznań Bypass from the S11, the S5 and urban arterial roads using the Bypass free of charge.

  • In addition, at Rzepin interchange (at the 20 km of the motorway, poviat of Słubice) the west-bound entry slip will be closed.

Sectional Speed Measurement in Sections of the Autostrada Wielkopolska

On 2 February this year sectional speed measurement will be launched on the Poznan Bypass section  between the Poznań Komorniki and Poznań Krzesiny interchanges. This initiative is meant to improve safety  and traffic flow as one of our company’s priorities. 

Goal: Safety and traffic flow 

The goal of implementing the new system is to take care of the safety of traffic participants and ensure a  smoother traffic flow. Our analyses show the most heavy traffic in the Poznań Bypass of Autostrada  Wielkopolska, which counts among the most traffic-burdened road sections in Poland with the daily average of  90,000 vehicles. Measurements made with internal measuring stations show that up to a quarter of passenger  vehicles traveling between the Poznań Komorniki and Poznań Krzesiny interchanges exceed the permitted  speed of 120 km/h on this section. 

- In view of the failure to include the Bypass of Poznań in the CANARD system being expanded, after  consulting with GITD, we decided to finance and install the measurement system using our own resources.  We firmly believe that the system operation on the A2 concession section will help improve traffic safety and  reduce the risk of accidents. – says Sebastian Joachimiak, member of the Management Board of Autostrada  Wielkopolska S.A. 

Integration with the CANARD System under the management of the General Inspectorate of Road Transport. 

The installed sectional speed measurement system on the A2 section between the Poznań Krzesiny and  Poznań Komorniki interchanges forms an integral part of the CANARD system, managed by the General  Traffic Inspectorate. The system will monitor compliance with traffic regulations and effectively respond to  speeding incidents. 

- Our experience and analysis shows that the presence of sectional speed measurements really contributes to  improving the safety level of traffic participants. Drivers’ behavior is changed, traffic is calmed, speed drops  down, and consequently, the number of dangerous traffic incidents decreases” – points out Veronika Biaduń,  the Director of the Center for Automatic Traffic Surveillance. 

The state-of-the-art system uses advanced speed measurement technology, enabling precise and effective  monitoring of vehicle speeds on a given section of the motorway. The registration of violations, their analysis  and investigations in connection with identified violations will be carried out by the General Inspectorate of  Road Transport. 

- The implementation of sectional speed measurement will undoubtedly contribute to reducing the number of  speeding violations on this section, and thus to a smaller disparity between the fastest and slowest speeds of  vehicles. Speed control increases the level of traffic safety, due to reduced risk of traffic accidents and  severity in case an accident occurs – adds Michał Pabich, Traffic Safety Engineer of Autostrada Wielkopolska  S.A. 

Please be reminded that the speed for passenger vehicles on Polish motorways is limited to 140 km/h based  on general regulations. A 120 km/h limit has been imposed between the Poznań Zachód and Poznań  Krzesiny interchanges on the Poznań Bypass. Heavy vehicles with a permissible total weight more than 3,5t  should not exceed 80 km/h.
