The Digital Excellence Award

The Digital Excellence Award – Casebook with awarded projects, including the Integrated Event Base  AESA concept, is now available! 

In mid-November, the project submitted by AESA for the Integrated Event Base won in the Digital  Excellence Awards 2023 competition in the Operational Efficiency category. Today, the Casebook has  been released, containing all the awarded concepts.

The Integrated Event Base project, implemented in our company, demonstrates the importance of  close collaboration between departments and the spectacular effects it can bring. It's worth noting  that the tool created by our employees can successfully be applied not only on other highways in  Poland but also globally. It allows for the full digitization of processes related to the broad  maintenance of the highway, serving as a simple tool for the highway operations department. The  event base is also an excellent tool for preparing various reports and summaries. Now all the  necessary data is available at hand and in one place. 

What is the Digital Excellence Awards competition? This competition has been held since 2018,  aiming to recognize leaders and highlight and appreciate companies that, through digital  transformation, have implemented a new business model, making their organizations more effective  and innovative. It is organized in collaboration with CIONET, an organization bringing together IT  directors and digital leaders from Europe, Latin America, the United States, and Australia. In 2023, 40  projects were submitted to the competition, of which 25 qualified for the finals in 8 categories. 

The AESA project competed in its category with projects submitted by Millennium Leasing, Santander  Bank Polska, and the City of Wrocław Office. The prestige of the event is evidenced by the  participation of many large companies present in the Polish market, such as PKO Bank Polski, Allegro,  Żabka, Procter & Gamble, ING HUB Polska, T-Mobile Polska, and CTL Logistic Group.

 

Replace tires and windshield washer fluid. Do not overtake snowplows!

While the official start of the winter season is on November 1st, highway services are already prepared  for winter actions from mid-October, both preventive and remedial. Morning frosts can be dangerous for  drivers who are unprepared for changing weather. 

The higher the winter maintenance level, the faster the response of maintenance services. Currently,  there are 41 snowplows, 200 maintenance department employees, and nearly 13,500 tons of salt in 5  warehouses along the A2 Świecko-Konin Concession section, all ready for winter maintenance actions. 

"In addition to equipment and personnel ready for immediate action, we also rely on detailed weather forecasts that we order. We continuously compare them with readings from our own meteorological  stations located along the 255 km stretch of the concession highway and with information obtained from  our road patrols. All this is to be able to deploy the snowplows on the highway as quickly as possible if  necessary," explains Włodzimierz Matczak, Director of Highway Maintenance at Autostrada Eksploatacja. 

On all highways in Poland, the first level of winter maintenance is in effect. This means that equipment  must be on the road within half an hour of the start of snowfall. During the day, the highway must be  cleared of snow within 2 hours after snowfall stops, and at night, within 4 hours. Therefore, it's essential  to have personnel ready to work. 

"For preventive and remedial actions on highways, we use road salt with a water solution of sodium  chloride, and when temperatures drop below -7°C, we use calcium chloride. This mixture allows us to  quickly deal with snow on the road, all in order to provide maximum safety for people traveling on the  Wielkopolska Highway. If it turns out that the stored 13,500 tons of salt are not sufficient, additional  emergency salt deliveries will be initiated for Autostrada Eksploatacja," adds W. Matczak. 

Drivers should also prepare for winter. What should you do to feel safe on the highway during winter?  First and foremost, change your tires to winter ones and replace summer windshield washer fluid with  winter fluid. It's also a good idea to keep a warm blanket in the trunk and, when heading out, bring a  thermos with a hot beverage. Additionally, when it's snowing, increase the following distance behind the  car in front of you. In cases of very intense snowfall and significantly reduced visibility, consider exiting at  the nearest rest area to wait for improved weather conditions. 

By our behavior on the road, we can also assist maintenance services in conducting their operations more  efficiently. How can we do that? Let's not overtake the equipment working on the road. 

Snowplows can travel at speeds of up to 60 km/h. Therefore, some drivers, despite the danger, take risks  and overtake the working equipment. However, it's important to realize that the road in front of the  snowplow is still snow-covered, and driving on it can be hazardous. This is the warning from Paweł  Pytliński, a safety specialist at Autostrada Eksploatacji. 

The snow being thrown from the plows can not only damage a car but also push the driver off the road.  The plows on the concession section of the A2 highway have a span of up to 8 meters. During snow removal operations, the equipment often moves in pairs. This allows for clearing as much of the highway  as possible in the shortest amount of time.

 

Patrol Logbook and Incident Database among the finalists of the Digital Excellence Awards 2023

Our AESA project "Patrol Logbook and Incident Database", created jointly by colleagues from the IT  department and CZA, supported by the Operating and Maintenance Centers and the Quality and  Internal Control department, was among the finalists of the Digital Excellence Awards 2023  competition in the Operational category Efficiency. 

Special thanks to Arkadiusz Sitek, Krzysztof Golis and Tomasz Jankowski for many hours spent on  creating, testing and improving this innovative project, without which we cannot imagine working in  the Mainenance department today. 

The Incident Database and Electronic Patrol Log has not only improved the daily work of highway  patrols and maintenance services. It also enables real-time information on accidents or the operation  of maintenance equipment to be transmitted to drivers using the highway via car navigation. 

“Being among the finalists of this competition is a great distinction for the company and our inter departmental team. Especially considering the participation of large and well-known companies with  huge IT potential. It is also an appreciation and culmination of our almost year-long work on this  project," says Arkadiusz Sitek, director of the IT and Telecommunications Department. 

According to the competition jury, the project submitted by AESA is the first such solution on the  market for the operation and maintenance of highways. It allowed for the elimination of paper  elements from the process, the integration of numerous internal systems (weather stations,  insurance claims module, variable message signs, radio system, event photo repository), as well as  integration with external systems - Waze, Yanosik, NaviExpert, Twitter, and highway call centre. 

The transformation carried out by AESA shows that in every industry and in every organization,  innovation based on digitalization can have a measurable impact on the business and operating  model, reducing costs and increasing process efficiency. 

Digital Excellence Awards is a competition that annually recognizes the best of the best digital  transformation leaders and awards the Digital Excellence of the Year titles. It is also a way to  exchange best digital transformation practices and seek inspiration in running a business. In previous  years, its winners were companies such as Nationale Nederlanden, Allegro, Rossman, DHL and Żabka. 

The competition results and the winner will be selected during the final gala, which will take place on November 16 in Warsaw. We keep our fingers crossed for our colleagues and AESA!

Completion of pavement rehabilitation stage one at the Jordanowo Interchange (A2 km 68+710)

On October 19 this year, pavement rehabilitation at the Jordanowo Interchange (68+710 km A2) is scheduled  to be completed and the exit slip roads are to be opened to traffic. 

Stage one of the renovation at the Jordanowo Interchange has been completed. Stage two, the rehabilitation  of the Jordanowo Interchange entry slip roads, will be carried out in 2024 due to the approaching winter  season. From Thursday, the 19th of October, drivers will be able to freely use the Jordanowo Interchange both  entering the concession section of A2 and leaving the motorway.

25 September is the scheduled commencement date for the pavement rehabilitation at the Jordanowo Interchange (A2 km 68+710). The works will result in detours being established in individual phases of works. Drivers are requested to be alert and to abide by the temporary traffic organization signs.

In line with its long-term maintenance program, Autostrada Wielkopolska II is commencing rehabilitation works at the Jordanowo Interchange (A2 km 68+710). In order to minimize the construction's impact on drivers, the works have been phased.

Phase one will begin on 25 September and will include replacement of the wearing course on the exit slip roads of the interchange. Therefore, drivers traveling on the A2 motorway and willing to exit to S3 expressway will have to use the prepared detours.

  • The detour for drivers traveling from Świecko will run through the Torzym interchange, on the district road 138 up to its intersection with the national road 92 in Torzym, further on the road 92 to the roundabout on the Świebodzin bypass, community road leading to the "Świebodzin Północ (North)"interchange or even further to the "Świebodzin Południe (South)" interchange.

  • For the drivers traveling from Warsaw, the detour will run through the Nowy Tomyśl interchange (for vehicles with GVW>7t) or through the Trzciel interchange (only for GVW<7t).
    From the Nowy Tomyśl interchange (GVW>7t) the detour runs along the district road 305 to the roundabout in Bolewicko, further onto the national road 92 to the Świebodzin bypass and then to the Świebodzin Północ or Świebodzin Południe interchange.

  • Drivers who take the exit at the Trzciel interchange (GVW<7t) will continue on county roads to national road 92, further towards the Świebodzin bypass and then to the Świebodzin Północ or Świebodzin Południe interchange.

The works on exit slip roads are estimated to take ca. 16 days. Autostrada Wielkopolska II obligated the contractor to timely complete the works. It must, however, be remembered that inclement weather (high wind, heavy rainfall) may affect the completion date.

After the exit slip roads have been rehabilitated, works will be moved to the entry slip roads. We shall notify the drivers about that phase separately.

New vehicle category and indexation of toll rates on the A2 section Nowy Tomyśl – Konin

As of 11 September 2023, toll rates will change on the toll sections of the Autostrada  Wielkopolska concession motorway Nowy Tomyśl - Konin. This change is related to the  persisting inflation pressure and high interest rates, which trigger the motorway maintenance  cost increase. The cost of using the A2 section Świecko - Nowy Tomyśl remains unaltered. 

The change of toll rates on the 150 km A2 stretch will become effective as of 11 September 2023.  Commencing 6:00 a.m. that day, the toll rates for driving each of the three 50 km long sections between  Nowy Tomyśl and Konin will be as follows: 

  • PLN 15 - Cat. 6 (motorcycles) with a 50% discount on the Cat. 1 toll rate, 
  • PLN 30 - Category 1 (two-axle motor vehicles), 
  • PLN 47 - Category 2 (two - axle vehicles of which at least one axle is equipped with twin wheels,  and two-axle motorcycles and vehicles with trailers), 
  • PLN 72 - Category 3 (three - axle vehicles and two - axle vehicles of which at least one axle is  equipped with twin wheels with trailers) 
  • PLN 109 - Category 4 (vehicles with more than three axles and vehicles with three axles with  trailers), 
  • PLN 300 - Category 5 (oversize vehicles). 

The concession motorway tolls in Poland are subject to the Value Added Tax. The toll rates are inclusive  of a 23% Value Added Tax. The cost of using the Autostrada Wielkopolska concession section Świecko  - Nowy Tomyśl remains unaltered. Drivers of Category 1 vehicles pay PLN 18 for 106 km of that section.  

The Company has kept a 50 percent discount for category 6 (motorcycles) on the A2 Motorway section  between Nowy Tomyśl and Konin. In the section Świecko - Nowy Tomyś,l where the toll rates are  established by the Ministry of Infrastructure, the toll for motorcycles is the same as for cars. 

The toll rates applied on the motorway between Świecko and Konin reflect the actual operating costs  and routine maintenance of the road, as well as the repayment of the loans and the cost of works under  the multi-year investment and rehabilitation program. Trips on the concession section of the A2  motorway between Świecko and Konin are not subsidized in any way by the Government, with trip costs  borne by the drivers actually travelling on the motorway. 

According to the preliminary estimates of the Polish Office of Statistics (GUS), inflation in Poland as at  August '23 reached 10.1% year-on-year. The forecasts of the National Bank of Poland envisage the  average annual inflation rate in 2023 will remain at a high level, within the range of 11.1% - 12.7%. The  presently applied escalation of the toll rates on the concession section between Nowy Tomyśl and Konin  is lower than the current inflation rates, as it ranges between 7 % and 9%, depending on the vehicle  category. 

Despite the growing inflation rates and costs of rehabilitation works, the Company has been timely  complying with its obligations under concession and has been implementing the work program without  undue delay.

For many years now Autostrada Wielkopolska has been providing travelers with safe trip conditions and  highest standard service. This means, in particular:  

  • Exquisite maintenance of pavement and safe journey conditions,  
  • 24/7 assistance in the event of a breakdown or an incident, 
  • Hotline and other communication channels for drivers, 
  • Clean and safe Rest and Service Areas, 
  • Availability of gas stations, including restaurants, 
  • High standards of environmental protection and maintenance of the infrastructure enabling free  game migration. 

Autostrada Wielkopolska continues pavement rehabilitation in the 50 km section between Nowy Tomyśl  and Poznań. The works will be completed as scheduled, this autumn. The completed works include,  among others, pavement on the interchanges in Nowy Tomyśl, Buk and at Poznań Zachód which  connects the A2 with S5 and S11 Expressways. On top of that, the Company is rehabilitating  engineering structures (bridges and overbridges) and is developing environment-friendly solutions such  as replacement of lighting for more ecological systems or expanding the charging stations network.  Planning and preparations are also underway for another broadening of the Poznań bypass to include  3 lanes in the Poznań Krzesiny - Poznań Wschód section.  

All projects developed by Autostrada Wielkopolska are aimed at providing quality road infrastructure,  drivers' safety and traveling comfort. 

The entire concession section of the A2 Motorway between Nowy Tomyśl and Konin is maintained by  Autostrada Wielkopolska. This means that the taxpayers bear no burden on account of the motorway  operation and maintenance costs. It is the drivers actually availing themselves of the service that pay  for their own trips. The average daily traffic in the Nowy Tomyśl - Konin section is about 30,000 vehicles.  In the neighborhood of Poznań, between the outer interchanges of the Poznań Bypass, traffic exceeds  90,000 vehicles, and on some days even 110,000 vehicles a day. It must be noted that this section of  the motorway is toll-free for the users. 

Autostrada Wielkopolska and Autostrada Wielkopolska II are international concession companies  responsible for the construction and operation of a 255 km stretch of A2 motorway from Świecko to  Konin which is the biggest PPP project in this part of Europe. Projects pursued by both concession  companies have been timely completed within the initial budgets agreed with the public party and  lenders, with no EU subsidies involved nor any financing from the Polish State Treasury.

 

Pavement rehabilitation at the Poznań Zachód interchange

On 20 August the second stage of pavement rehabilitation is scheduled to start at the Poznań Zachód interchange connecting the A2 motorway with the S5 and S11 expressways. Phase II includes works on the motorway exit roads. Diversions will be set up due to the works in accordance with the approved temporary traffic organization project. Drivers are asked to be cautious and follow traffic organization signs

After completion of work on the motorway entry roads within the Poznań Zachód interchange, the works will be performed on the motorway exit roads. As a result exit ramps will be closed to traffic. Diversions will be available for motorists traveling on the motorway and wishing to exit onto the S5 or S11 expressways.

  • For drivers traveling from the Warsaw direction who wish to exit in the direction of Piła to S11, a diversion will be set at the Września interchange, along DK 92 national road to the Tarnowo Podgórne interchange and then along S11 to Piła, or via the Poznan Wschód interchange, then via the S5 expressway to the Kostrzyn interchange and next along DK 92 to the Tarnowo Podgórne interchange, to enter S11 in the direction of Piła.

  • For drivers coming from the Warsaw direction who wish to exit the A2 in the direction of Wroclaw, a diversion will be set at the Komorniki interchange, along DW 311 and 306 regional roads in the direction of the Stęszew interchange (S5) and further to Wrocław

  • For drivers traveling from the Świecko direction who wish to exit towards Piła on S11, a diversion will be set at the Buk interchange, along DW307 to the Ławica interchange and then along S11 to Piła.

  • For drivers coming from the Świecko direction who wish to exit in the direction of Wroclaw, a diversion will be set at the Komorniki Interchange, along DW 311 and 306 in the direction of Stęszew interchange (S5) and further to Wroclaw

  • In addition, drivers coming from the direction of Katowice (S11) and those wishing to go towards Piła will take a diversion at the Poznań Krzesiny interchange, through the streets of Poznań (Krzywoustego, JPII and Hlonda) to DK 92 and to the Tarnowo Podgórne interchange on S11, or along the motorway to the Poznań Komorniki interchange, then through the streets of Poznań (Głogowska, Reymonta, Wawrzyńca) to DK 92 and on to the Tarnowo Podgórne interchange

Once the works are moved to the exit roads, the majority of the entry ramps rehabilitated  in Stage I will be opened to traffic. Drivers will be able to enter A2 motorway from S5 and S11 expressways at the Poznań Zachód interchange starting from 20 August this year. Please note that a diversion through the Komorniki interchange will be set for drivers traveling toward Świecko from S5 and S11 expressways:
  • As the entry ramp in the direction of Świecko will be closed also at this stage of the rehabilitation, the diversion will be routed through the Poznań Komorniki interchange. This means that drivers taking the S11 or S5 expressways will be able to join traffic on the A2 at the Poznań Zachód interchange in the direction of Warsaw and turn back towards Świecko at the Poznań Komorniki interchange.

The works on the exit ramps from the motorway are estimated to be completed in about two weeks. However, please note that the pace of work and the completion date depend largely on favorable weather conditions. Rainfall, hail or other weather conditions may delay the works.

In parallel with the rehabilitation of the Poznań Zachód interchange, the General Directorate of National Roads and Motorways in Poznań is performing rehabilitation of the wearing course of the pavement of the ramps managed by it in the area of the aforementioned interchange on the S11 expressway. The scope of work performed by both Autostrada Wielkopolska and the General Directorate for National Roads and Motorways has been planned to avoid additional closure of sections of ramps to vehicle traffic. 

The rehabilitation works on the Poznań Zachód interchange was planned in the long term investment and rehabilitation plan of the Autostrada Wielkopolska and consists in replacing the wearing course of the pavement. The works will help maintain high quality road infrastructure and travel comfort, and most importantly, driver safety. The method of performing rehabilitation works on the Poznań Zachód interchange was carefully planned and agreed upon with the  Poznań Municipal Office, the Municipal Roads Administration in Poznań, the Wielkopolskie Provincial Roads Administration and the Police, and finally approved by the Poznań branch of the General Directorate of National Roads and Motorways.

 
 

Rehabilitation of pavement at the Lądek Toll Plaza

On 16 August this year pavement rehabilitation is scheduled to start in the area of the Lądek TP (235 +500 km of A2). Due to the works, oversized vehicles will not be allowed to pass through the edge lanes between 16 and 20 of August. Drivers are asked to exercise caution and follow the temporary traffic organization signs.

Rehabilitation to the pavement at the Lądek Toll Plaza require the temporary closure of individual lanes to users. In order to minimize the inconvenience caused by the works, they has been divided into sections, for each direction separately, so that to allow most vehicles to pass through the TP. 

However, oversized vehicles more than 2.5 meters wide are an exception. In the period from 16 to 20 August, they will not be allowed to drive in the A2 Motorway section between the Września and Modła (Konin) interchanges, in both directions. For other vehicles, passage will be possible using the designated lanes. 

The contractor was obliged by the Company to perform the repair work in a timely manner and in a way minimizing the inconvenience to motorists. However, please take into account that weather conditions, strong wind, rainfall, etc., may affect the time of completion of the works. 

The performance of rehabilitation works in the area of the Lądek TP was provided for in the long term rehabilitation and investment plan of Autostrada Wielkopolska and results from care to maintain a high standard of the pavement and ensure the comfort and safety of drivers. Heavy vehicles for a large part of the traffic using the concession section, naturally contributing to increased wear and tear on the pavement and the need for rehabilitation.

 

Resurfacing at the Poznań Zachód Interchange

On 6 August 2023, phase one of the resurfacing process will begin at the Poznań Zachód interchange  at the intersection of the A2 motorway and the S5 and S11 expressways. The entry roads onto the  motorway will be closed for traffic as part of the process. Drivers will have to take detours, according  to the approved temporary traffic organization plan. Drivers are requested to take caution and abide  by the traffic organization signage. 

Autostrada Wielkopolska SA, in line with the long term investment and rehabilitation program commences the  pavement rehabilitation at the Poznań Zachód interchange. The works will involve replacing the wearing  course and have been divided into phases, so as to be the least disruptive to motorists and allow some traffic  to pass through the interchange. Phase one - rehabilitation of the entry slip roads - will begin on August 6.  Preparatory works around the 156 km of A2 will begin on August 2.  

For drivers coming from Wrocław (S5 expressway) and intending to enter the motorway in the  direction of Warsaw, a detour will lead them through the Stęszew interchange, towards DW 306 and  311 roads, further towards the Poznań Komorniki interchange, where they may enter the motorway  heading to Warsaw. 

 

Resurfacing at the Poznań Zachód Interchange

For drivers coming from Wrocław (S5 expressway) and intending to enter the motorway in the  direction of Świecko, a detour will lead them through the Stęszew interchange, towards DW 306 and  311 roads, further towards the Poznań Komorniki interchange, where they may enter the motorway  heading to Świecko.

 

Resurfacing at the Poznań Zachód Interchange

For drivers traveling from the direction of Piła (S11) and intending to enter the motorway in the  direction of Warsaw, a detour will lead them through the Tarnowo Podgórne interchange, on the DK  92 road to Września, then entering the motorway at the Września interchange or earlier, through the  Kostrzyn interchange (S5) to the Poznań East interchange and further entering the A2.Resurfacing at the Poznań Zachód Interchange

For drivers traveling from the direction of Piła (S11) and intending to enter the motorway in the  direction of Świecko, a detour will lead them through the Ławica interchange, further onto the DW 307  road to the Buk interchange, where they will be able to merge into Świecko-bound traffic. .

 In addition, for drivers traveling from the direction of Piła (S11) in the direction of Katowice, a detour  will lead them through the Ławica interchange, then through the streets of Poznań (Bukowska Reymonta-Głogowska) to the Poznań Komorniki interchange, where there will be able to come back  onto the motorway. 

Resurfacing at the Poznań Zachód Interchange

The pavement rehabilitation at the Poznań Zachód interchange stems from the Company's concern for high  quality of the road infrastructure and for ensuring travel comfort and safety for drivers.  

Completion of that phase has been scheduled within ca. two weeks. After completion, the works will move to  the exit slip roads, which will be announced in a separate communication. Please note that the pace of works and the completion date depend largely on favorable weather conditions. Rainfall, hail or other inclement  weather may delay the works.

In parallel with the rehabilitation of the Poznań Zachód interchange, the General Directorate of National  Roads and Motorways in Poznań will perform rehabilitation of the State-managed road sections around the  Poznań Zachód interchange. 

 

Rehabilitation of pavement at the Poznań Zachód interchange

On 6 August this year rehabilitation of pavement will commence at the Poznań Zachód motorway  interchange at the intersection of the A2 motorway and the S5 and S11 expressways. During the  performance of individual stages of rehabilitation works, mandatory diversions will be set in  accordance with the approved temporary traffic organization. Drivers are asked to be careful and  follow the diversion signs. 

In accordance with the long-term investment and rehabilitation schedule, Autostrada Wielkopolska  SA i is proceeding to upgrading pavement at the Poznań Zachód motorway interchange. The works  will involve replacing the wearing course of the pavement and have been divided into stages in such  a way as to minimize difficulties for drivers, and enable a part of traffic to drive through the  interchange. 

The Poznań Zachód interchange was built in 2012. The pavement rehabilitation at this interchange and other parts of the A2 motorway concession section has been provided for in the long-term  maintenance schedule and results from the Company's care for the high quality of road infrastructure  and ensuring the comfort of travel and safety of drivers. After a thorough project planning process,  the method of performing rehabilitation works at the Poznań Zachód interchange was agreed upon  with the Poznań Municipal Office, the Municipal Roads Administration in Poznań, the Wielkopolskie  Provincial Roads Administration and finally approved by the Poznań branch of GDDKiA and the  Provincial Police Headquarters in Poznań. 

The works will be divided into two stages. The first stage will start on August 6 this year to upgrade  motorway entry ramps. At this stage, it will not be possible to enter the motorway from the S11 and  S5 roads from the Piła and Wrocław direction. In the second stage, the works will be performed on  the motorway exit ramps. Drivers will not be able to exit the motorway to reach the S11 and S5 roads. 

Rehabilitation works at the Poznań Zachód interchange are planned to be completed by the end of  August this year. You will be informed in detail on diversion routes related to the works performance  in individual stages in a separate message.

 

Modification of two bridge structures near Września and Słupca

On 26 June the modification of the motorway overbridge near Września (km 209 of A2) and the  bridge over the Bawół stream near Słupca (225 km A2) will start. The planned modification will  enable the adjustment of the bearing capacity and structural and geometric parameters of bridge  structures to the current requirements of technical and construction regulations. Drivers are asked  to be careful and follow the signs of temporary traffic organization. 

The Motorway Overbridge running over DK 92, in the vicinity of km 209 of Autostrada Wielkopolska,  consists of two independent structures (one for each carriageway of the motorway). In consecutive phase of the works, the overbridge will be completely dismantled and then a new one will be built. For  drivers, this means that traffic will be routed to the northbound or southbound part of the facility  (motorway carriageway) respectively, depending on the work phase in course. Similar works are  planned for the bridge over the Bawół stream, located in the vicinity of km 225 of A2.  

As a result of the works carried out, the foundations of the facilities will be reinforced, new supports  will be reinforced or built, and completely new span structures will be constructed. This will allow for  adapting the load capacity of the modified bridge structures and their construction and geometric  parameters to the current requirements of technical and construction regulations, e.g. in terms of load  capacity: class I and load with special vehicles according to MLC class. 

Despite the construction, traffic on the motorway will be maintained. In the first phase, works will be  performed on the southbound carriageways in the direction of Warsaw, and the traffic will be  transferred to the northbound carriageway. Due to the ongoing works, it will also be necessary to  implement temporary traffic organization on DK 92 running under the WA39/WA39a overbridge (209  km A2). 

The upgrading of the overbridge near Września and the bridge near Słupca is motivated by the care to  maintain a high standard of road infrastructure ensuring safe and comfortable driving on the A2 

concession section to drivers. The project has been planned in such a way as to improve the load  capacity class of the facilities, ensuring safe passage also for the heaviest and most demanding vehicles. 

In order to minimize difficulties for drivers, the works were divided into phases, the first one starting  on 26 of June this year. The contractor was obliged by the company to complete the works on time. However, please note that that unfavorable weather conditions (strong wind, rainfall, extended winter  period, etc.) may affect the time of completion of the works.

 

Next stage of the rehabilitation of the canopy at the Lądek Toll Plaza (A2 km 235)

On 13 June the rehabilitation of the canopy at the Lądek TP (235 +500 km A2) will enter the next stage.  Road workers will move to work on the northbound lanes, and individual lanes will be temporarily  closed. Drivers are asked to be careful and follow the signs of temporary traffic organization. 

The works will consist, without limitation, in upgrading the lighting of the canopy, and the  replacement of the luminaires with more ecological LED ones.

In order to minimize the nuisance caused by the rehabilitation to drivers, the works were divided  into stages in such a way as to exclude from use a maximum of two out of 14 available lanes at a  time. During the rehabilitation there may also be difficulties in the movement of oversize vehicles,  yet they will be able to pass.

Autostrada Wielkopolska obliged the contractor to deliver the works as scheduled. However, please  note that difficult weather conditions such as strong will or rainfall may delay the works.

 

 

Rehabilitation of the pavement in A2 sections between Poznań and Nowy Tomyśl

Rehabilitation works on the pavement in the motorway mainline in the vicinity of the Poznań Zachód and Buk  interchanges have been progressing as planned. From 9 June works start on the next section, between km 144  and km 140 of the northbound lanes (in the Świecko direction). Due to the works traffic will be transferred to the  southbound lanes of the motorway.

At the same time, works will also commence on the section between km 111 and km 115 of the A2 in the  Warsaw direction (southbound lanes). In this case, vehicle traffic will be transferred to the northbound lanes. Due to the works the entrance to Kozielaski Rest and Service Area (MOP) (approx. 114 km of A2, in the  Warsaw direction) will be closed.

The performance of the works has been planned in such a way as to be efficient and least burdensome for  drivers. However, please take into account that weather conditions, strong wind, rainfall, etc. may affect the  time of completion of works.

The upgrading works of the bituminous pavement between Nowy Tomyśl and Poznań form part of a long-term  maintenance plan taken up by Autostrada Wielkopolska in due care to ensure high road quality and travel  comfort and safety for drivers. The concession section is largely used by heavy transport which naturally  causes increased wear of the road pavement and consequently rehabilitation is required.

 

Pavement upgrading on approaches, bridges and overbridges

On 24 April 2023 works will commence related to the rehabilitation of the bituminous pavement on the engineering structures between Świecko and Nowy Tomyśl. Drivers are requested to be alert and to abide by the temporary traffic organization signs.

Rehabilitation on bridges and overbridges on the motorway requires temporary closures of short sections of individual lanes. Commencement of works has been scheduled for 24 April.

These works are part of the long-term heavy maintenance program of Autostrada Wielkopolska and are meant to provide comfort of travel and safety, as well as high quality of the road infrastructure. The Company obligated the contractor to timely complete the works. However it must be borne in mind that inclement weather, such as high wind or rainfall may affect the completion date.

Pavement rehabilitation around the Gołuski Toll Plaza - slip road closed at the Poznań Zachód (West) Interchange

As of 21 April 2023, in connection with the pavement rehabilitation in the vicinity of the Toll Plaza in Gołuski, the entry to the Konarzewo Rest Area (at ca. km 151 direction Warsaw) and a slip road of the Poznań Zachód Interchange direction from Świecko to Piła and Wrocław will be closed to traffic. A detour shall run through the Poznań Komorniki Interchange. Drivers are requested to be alert and to abide by the temporary traffic organization signs.

21 April is the scheduled date for the commencement of pavement rehabilitation works on the southern carriageway of A2 between km 150 and km 154 (direction Warsaw) During this phase of works the Konarzewo Rest Area on the southern side of the A2 and the exit slip road from Świecko onto S11 and S5 expressways will be closed. Drivers traveling from Świecko and intending to exit at the Poznań Zachód Interchange towards Piła or Wrocław will have to take a detour

The detour shall run through the Poznań Komorniki Interchange, drivers traveling from Świecko and intending to exit to S5 or S11 will be requested to take the Poznań Komorniki Interchange, where they will be able to make a U-turn onto westbound A2 and take their exit at the Poznań Zachód Interchange. 

Pavement rehabilitation around the Gołuski Toll Plaza - slip road closed at the Poznań Zachód (West) Interchange

Only one slip road will be closed - the exit for drivers traveling from Świecko. The remaining slip roads at the Poznań - Zachód Interchange will remain open to traffic. 

Completion of this phase of works has been scheduled within ca. 18 days. The Company obligated the contractor to timely complete the works. The completion date may be affected by weather conditions, high winds, rain, etc. 

Rehabilitation of the pavement at the intersection of national roads no. 2 and 29 in Świecko

On the 17th of April the renovation of the pavement at the intersection of national roads No. 2 and 29
(DK2 and DK29) in Świecko is planned to commence. Drivers are asked to pay attention and follow
temporary traffic organization signs.

The company Autostrada Wielkopolska II SA is proceeding with the repair and modernization of the
pavement.

The implementation of the work is part of a long-term rehabilitation plan and an indication of the
concessionaire's commitment to maintain the high quality of the road and ensure the travel comfort and
safety of drivers.

The duration of the work is planned to be about three days. Autostrada Wielkopolska II has committed
the contractor to timely execution. However, please note that difficult weather conditions may extend
the execution of the work.

Rehabilitation of the pavement in the Gołuski Toll Plaza

On 17 April the renovation of the pavement is planned to commence in the area of the Gołuski TP
slab (in 152 km of A2). Due to the works, it will be temporarily impossible for oversized vehicles
to use the extreme lanes. Drivers are asked to exercise care and follow the temporary traffic
organization signs.

The rehabilitation of the pavement of the Autostrada Wielkopolska mainline between Nowy Tomyśl
and Poznań started in 2022. Warmer days coming, the works interrupted in the winter season will
be resumed. Rehabilitation of the pavement in the Gołuski Toll Plaza requires temporary closure of
individual traffic lanes for users.

In order to minimize the nuisance to the traffic, the works were divided into sections, separately for
each direction, so that the majority of vehicles are able to pass through TP, except for oversized
vehicles more than 2.5 m wide
. In the period from 17 to 22 April, such vehicles will not be able to
travel on the A2 motorway section between the Buk and the Poznań Zachód interchanges (in both
directions). Other vehicles will be able to use the designated lanes.

The contractor was obliged by the Company to carry out repair works on time and in the least
disruptive way for drivers. However, please note that weather conditions, strong wind, rainfall, etc.
may affect the time of completion of the works.

The upgrading works on the bituminous pavement between Nowy Tomyśl and Poznań are part of a
long-term rehabilitation plan adopted by Autostrada Wielkopolska to maintain the high quality of
the road and to ensure travel comfort and safety for drivers. Heavy vehicles form a large part of the
traffic in the concession section, naturally resulting in increased wear of the road pavement and the
need for repairs.

New vehicle category and indexation of toll rates on the A2 section Nowy Tomyśl – Konin

As of 9 March 2023, toll rates will change on the toll sections of the Autostrada Wielkopolska concession motorway Nowy Tomyśl - Konin. Also, a new, sixth vehicle category will be established for motorcycles, which means in practice lower tolls for bikes by 46 percent in that section. The cost of using the A2 section Świecko - Nowy Tomyśl remains unaltered. 

 

The change of toll rates on the 150 km A2 stretch will become effective as of 9 March 2023. Commencing 6:00 a.m. that day, the toll rates for driving each of the three 50 km long sections between Nowy Tomyśl and Konin will be as follows:

 
  • PLN 14 - Cat. 6 (motorcycles) with a 50% discount on the Cat. 1 toll rate,

  • PLN 28 - Category 1 (two-axle motor vehicles),

  • PLN 43 - Category 2 (two - axle vehicles of which at least one axle is equipped with twin wheels, and two-axle motorcycles and vehicles with trailers),

  • PLN 66 - Category 3 (three - axle vehicles and two - axle vehicles of which at least one axle is equipped with twin wheels with trailers)

  • PLN 100 - Category 4 (vehicles with more than three axles and vehicles with three axles with trailers),

  • PLN 280 - Category 5 (oversize vehicles).

 

The toll rates are inclusive of a 23% Value Added Tax. The concession motorway tolls in Poland, unlike public motorways where no VAT is charged, are subject to the Value Added Tax. The cost of using the Autostrada Wielkopolska concession section Świecko - Nowy Tomyśl remains unaltered. Drivers of Category 1 and 6 vehicles shall pay PLN 18 for 106 km of that section. 

 

The change in prices is dictated by an increase in the cost of routine maintenance, finance costs - loan service and the cost of the ongoing and planned investments. Increases in the prices of materials and services in various sectors of the economy are recording historic peaks. According to the Central Statistical Office, in January 2023, inflation growth reached a level unseen in 26 years - as high as 17.2 percent compared to the corresponding month of the preceding year. Rising service and energy prices, including a 34 percent year-on-year increase in the price of energy carriers in January, are significantly increasing the motorway maintenance costs. Prices in transportation and transport services grew at a double-digit rate, with a 16 percent year-on-year increase in January 2023. In addition, the producer price index remains high - producer inflation, i.e. the rate of price increases faced by domestic companies, was 18.5 percent in January 2023.

 

All those circumstances affect, without a doubt, the cost of routine maintenance of the motorway and the cost of the of investment and rehabilitation works program scheduled for the forthcoming periods. The company has regularly been fulfilling its obligations under concession and has been implementing the adopted work program without undue delay. In addition, the cost of financing the entire project has been increasing with the rising interest rates and the weak Polish zloty against a basket of major currencies, particularly the Euro. 

 

It is the Company's intention to make such changes that will partly offset the negative factors resulting from the current economic situation and will not become an undue burden on drivers or forwarding companies. The current rate adjustment is lower than current inflation readings and price changes on other toll road sections, and ranges from 7.6 percent to 10.2 percent, depending on the vehicle category.

 

In addition, the company establishes a new Category 6 for motorcycles separate from Category 1 and grants a 50 percent discount for such new category on the A2 Motorway section between Nowy Tomyśl and Konin. In the section Świecko - Nowy Tomyśl where the toll rates are established by the Ministry of Infrastructure the rate for motorcycles is the same as for cars. 

 

The entire concession section of the A2 Motorway between Nowy Tomyśl and Konin is maintained by Autostrada Wielkopolska and is in no way subsidized by the State Treasury. The average daily traffic in the Nowy Tomyśl - Konin section is about 30,000 vehicles. In the neighborhood of Poznań, between the outer interchanges of the Poznan Bypass traffic exceeds 80,000 vehicles, on some days approaching 100,000 vehicles a day. Thirty percent of the vehicles using the Autostrada Wielkopolska concession section are trucks, which strongly translates into wear and tear of the pavement and the need for rehabilitation. 

 

Despite the rising inflation and the cost of rehabilitation and maintenance of the motorway, the Company has been completing its planned investments on time and has been implementing upgrade projects in accordance with the adopted multi-year maintenance plan and the concession agreement. This year, Autostrada Wielkopolska will continue a major pavement rehabilitation in the section between Nowy Tomyśl and Poznań. The pavement at the interchange in Nowy Tomyśl, Buk and over 42 km of the mainline has already been rehabilitated. Further pavement rehabilitation is planned between Buk and Poznan, as well as three more interchanges. In addition, plans for 2023 include the rehabilitation of the engineering structures (bridges and overbridges) and new investments in environmentally friendly solutions (LED lighting fixtures and the development of an electric charger network). Planning and preparations are also underway for another broadening of the Poznań bypass to include 3 lanes in the Poznań Krzesiny - Poznań Wschód section. The investments carried out by Autostrada Wielkopolska are meant to ensure high quality of the road infrastructure and in no way burden the State budget. 

 

Autostrada Wielkopolska and Autostrada Wielkopolska II are international concession companies responsible for the construction and operation of a 255 km stretch of A2 motorway from Świecko to Konin which is the biggest PPP project in this part of Europe. Projects pursued by both concession companies have been timely completed within the initial budgets agreed with the public party and lenders, with no EU subsidies involved nor any financing from the Polish State Treasury.
