1. Is it possible to pay for the exploitation of concessive motorway by Viatoll?

The obligation to apply an electronic toll charge (Viatoll) includes only public motorways. A2 motorway from Konin to Świecko is a concessive section and it is the reason why Autostrada Wielkopolska Inc. does not even have a right to do implement such system. Allowed means of payment are cash,  pay cards and fleet cards.

2. Is it possible to get a VAT invoice for the exploitation of concessive motorway?

According to regulations, which are obtaining since the 1st of January, year 2014, fiscal receipts (given as a result of paying in cash or by pay card for exploitation of concessive motorway) which are documenting the passage through A2 concessive motorway between Konin and Nowy Tomyśl and also between Nowy Tomyśl and Świecko, are already VAT invoices within the meaning of regulations of the Finance Minister decree, from the 3rd of December, year 2013, with reference to invoice issuing (Statute Book from year 2013, item 1485). The legal footing to accredit fiscal receipt for concessive motorway exploitation as a VAT invoice represents 3rd article, item 4 of forenamed decree.

3. Are there any allowances due to regular exploitation of concessive motorway?

Currently on a concessive section of Autostrada Wielkopolska Inc. there are no allowances due to regular exploitation motorway. There is also no possibility to pay in advance for specified amount of passages. 4. Is it possible to turn back and skew on the motorway interchanges? 

Both along the motorway and on the interchanges there is no possibility to turn back. According to traffic regulations, 22nd article, section 6, item 2 or 3,it is illicit to turn back on motorways and express routs. Interchanges in turn are not adjusted for such maneuvers. It is possible only to enter or leave the motorway.   

To skew on motorway there is a need to leave it on a particular interchange, than change direction on the exit ramp, re-enter the motorway on the same interchange and drive in the opposite direction.

5. What is the procedure of reporting the passage of special vehicles on the concessive motorway?

In case of special vehicles passage through concessive motorway, it is possible to report them earlier to Autostrada Wielkopolska Inc. It would warrant a toll-free passage for them. The report should be submitted at least one day before the passage and contain information about date and rout of passage, registration number and marque of vehicle and – if it would be the passage of armored car – information about military unit.
Ambulances always drive toll-free (if the vehicle is not a coded ambulance, it should give out flare/sound signals). Police from Wielkopolska and lubuski region always drove free-of-charge – other units, without earlier report, should give out flare/sound signals. Fire service is entitled to drive toll-free to the occurrence and back and – without earlier report – while giving out flare/sound signals

6. Why are there two different toll systems on the concessive motorway?

On sections Konin-Poznań and Poznań-Świecko there are two different toll systems – open and closed – because there are disparate payoff systems with the public sector. Those resolutions were presumed and accepted in a government agreement. Pay rates for motorway exploitation are settled by Minister of Infrastructure and Development, based on franchise with government but also on financial model and passage predictions. 

7. Why is there an obligation to pay on Słupca Toll Station for re-entering concessive motorway after leaving it on Słupca Interchange?

Toll charge applied on Słupca Toll Station is a result of toll system operative from Konin to Poznań. Users pay on this section for an entrance on particular segment of motorway – on Lądek Toll Point the payment is of segment from Konin to Września, on Nagradowice Toll Point – for segment fromWrześnia to Poznań. When User leaves the concessive motorway on Słupca Interchange, the transaction is closed, because User is no longer present on the concessive motorway. This is the reason why after re-entering motorway od the same interchange, User is obliged to pay once again.
Proper notation is in Motorway Rules applicable on A2 Toll Motorway section Świecko-Konin, point 3 Tolls, subsection 8 In the event the User of the Konin – Września section resolves, after having paid the toll at Lądek Toll Plaza, to exit the motorway at Słupca Interchange and re-enter it at the same Interchange, such User shall be liable for paying the toll covering the section Słupca-Września, as per the applicable toll tariff.

8. What are the possible ways to pay for the exploitation of concessive motorway?

It is possible to pay for the exploitation of A2 concessive motorway on Toll Points and Toll Stations using:

  • Cash (PLN, EUR, USD – in case of foreign currency (payment in EUR or USD) only banknotes are accepted, change is given in PLN)
  • Pay Cards (Visa, Eurocard, Mastercard)
  • Fleet Cards (Routex DKV, Uta, Aris, Flota, Shell, Ressa, E100, Orlen-Open Drive, LogPay, Multiservice)

9. Is it possible to get from one Customer Service Area to another, decussate one?

Along the concessive motorway between Świecko and Konin there is no possibility to get from on Customer Service Area to another, decussate one. There is no catwalk, bridge or viaduct available for Users and pedestrians, which would have direct connection with any Customer Service Area. To get to opposite site of motorway it is necessary to leave it on a particular interchange, than change direction on the exit ramp, re-enter the motorway on the same interchange and drive in the opposite direction.

10. What to do in case of emergency condition, how to get a help?

In case of emergency condition (lack of fuel, vehicle failure) User should:

  • locate the vehicle on an emergency-lane;
  • mark the place of halt in a way prescribed in regulations (put the warning triangle  within 100m of a vehicle);
  • inform Motorway Management Center about the occurrence using S.O.S. number (contacting with number 61 8 38 31 12 or using deployed every 2km emergency columns, push the red button and wait for an employee’s of Motorway Management Center answer) and obey operator’s instructions. The operator offers breakdown service of units from proper local starost’s list.

11. How long is motorway ticket in force? How function the payment for concessive motorway exploitation when the ticket is overdue?

A2 motorway tickets are used on a section with closed toll system – between Poznań and Świecko. Those tickets are in force up to 48hours. Within the effectuality of a ticket, while leaving the motorway, Useris entitled to pay only for actually passed kilometers between Poznań and Świecko. After 48 hours User is obliged to pay for all segment with closed toll system – even if He/She is leaving motorway earlier, on a previous Interchange

12. Is it possible to pay for the exploitation of concessive motorway in foreign currences? What determine the exchange rate used on concessive motorway?

It is possible to pay for the exploitation of A2 concessive motorway on Toll Points and Toll Stations using:

  • Cash (PLN, EUR, USD – in case of foreign currency (payment in EUR or USD) only banknotes are accepted, change is given in PLN)
  • Pay Cards 
  • Fleet Cards 

The exchange rate used on A2 concessive motorway depends on an average exchange rate published by the National Bank of Poland.

13. Does the toll rate for concessive motorway exploitatnion depend on the number of people inside a vehicle?

The toll rate conferred for an exploitation of A2 concessive motorway depends on vehicle category. Vehicle category in turn is ascribed based on the number of vehicle axles and prospective twin-tires presence. In case of over-dimensioned vehicles length and width of vehicle are also significant. The number of people inside a vehicle has no influence on the toll rate paid by Users for an exploitation of concessive motorway.

14. Why is there such a difference between toll rates on concessive and public motorways?

The difference in toll rates between concessive and public motorways is a result of a fact, that in case of A2 concessive motorway Konin-Świecko toll rates for an exploitation of motorway are gross. Since July 2011 toll rates applied on public sectors are net (post-tax) – Polish government removed from drivers exploiting public motorways the obligation to pay 23% value-added tax. Concessionaire, whose operations base on an agreement in commercial terms, pays 23% value-added tax to a government fund on a regular basis. Moreover, as opposed to public motorways, concessive motorways are not grant-aided by taxes. In connection with the above, total costs of concessive motorways utilization are covered by the Concessionaire. 

15. How does the toll charge function on a concessive motorway?

On a concessive section of Autostrada Wielkopolska Inc. are two different toll systems – open and closed. First one, open system, is on force between Konin and Poznań. On this section User should pay constant tolls for an entrance on particular motorway segments in two Toll Points (Lądek Toll Point and Nagradowice Toll Point). On Lądek Toll Point User pays for an entrance on a segment between Konin and Września, on Nagradowice Toll Point He/She pays for a segment between Września and Poznań. After Poznań Beltway, on Gołuski Toll Point, User receives a motorway ticket and on the same time enters the motorway section with closed toll system. Motorway ticket entitled User to pay only once for motorway exploitation, while leaving it, on particularToll Station (Buk Toll Station, Nowy Tomyśl Toll Station, Trzciel Toll Station, Jordanowo Toll Station, Torzym Toll Station) or (in case of passage unto Świecko) on Tarnawa Toll Point.

During the drive in a opposite direction – from Świecko to Konin – toll charge functions cognately but on a section with closed toll system  User receives the motorway ticket on Tarnawa Toll Point and pays for the complete segment from Świecko to Poznań on Gołuski Toll Point.
